“There’s no human being on the planet who would have said no to this.”
That’s how Thomas Juul-Hansen describes 550 West 21st Street, a rare ground-up opportunity on Manhattan’s far West Side, where only a handful of large-scale development sites remain in West Chelsea. The Copenhagen-born architect has been tapped by Legion Investment Group to design the 22-story condominium, positioned between Hudson River Park and the High Line. The project will bring 83 residences to a stretch of the neighborhood where new inventory has slowed significantly, even as demand remains strong.
West Chelsea’s transformation has been decades in the making. Once a post-industrial district, it began shifting in the 1990s as art galleries migrated west from SoHo. The arrival of the High Line accelerated that evolution, helping establish the area as one of Manhattan’s most design-forward enclaves. Early residential projects—including Thomas Heatherwick’s Lantern House, Zaha Hadid’s 520 West 28th Street, Robert A. M. Stern’s The Cortland, and Juul-Hansen’s own 505 West 19th Street—have helped reshape the neighborhood.
Juul-Hansen, who founded his firm in 2003 after working at Richard Meier & Partners, is known for overseeing both architecture and interiors, often with a focus on restraint. “I’m not really interested in designing buildings that are necessarily ego-driven,” he says. “We wanted to approach this architecturally for something that fits in.”

He describes the surrounding architecture as “pretty respectable company,” pointing to the presence of buildings by visionaries like Frank Gehry and Jean Nouvel nearby, but maintains that his goal is different. Rather than creating a building that stands apart, he focuses on designing something that belongs to its site and avoids becoming dated.

At 550 West 21st Street, that thinking translates into a façade of hand-laid Italian brick and limestone, referencing the neighborhood’s warehouse past rather than competing with the surrounding glass-walled towers. “The buildings that have lasted in this part of town are brick buildings, warehouse buildings,” he says.
The site itself shaped much of the planning. Positioned along the Hudson River, the building is designed to maximize natural light, views, and access to outdoor space. More than 75 percent of the residences will include private outdoor areas, and roughly two-thirds will face the water.
“There’s a sense of tranquility that the water brings,” he says. “We wanted to amplify that feeling of the sunset, of the golden light of the water and finding an escape from the city.”
That thinking carries through to the arrival sequencing. Residents entering by car pass through gates into an enclosed motor court, set out of view from passersby, where climbing plantings soften the walls and create a green, sequestered atmosphere. The pedestrian entrance is similarly set back from the sidewalk, drawing the approach inward so the lobby isn’t directly exposed to the street, reinforcing a sense of quiet, demure exclusivity.

Nature is treated as a constant element throughout. Greenery is integrated not only at ground level but also within the architecture itself, allowing residents to create outdoor spaces that function as small gardens. Even when not in use, these areas contribute visually to a calmer interior environment.
Function remains central to his process. Juul-Hansen, whose firm has designed a large number of condominium units across New York, including 96+Broadway on the Upper West Side, Sutton Tower, and the supertall One57 in Midtown West, approaches each project with close attention to how spaces are used, from overall layouts to small details like where the outlets are placed. “If you have a home that looks absolutely beautiful, but the function is insufficient, it’ll never be a good home,” he says.
Residences at 550 West 21st Street will range from one- to four-plus bedrooms, with pricing starting around $2.5 million and climbing past $30 million. Sales are expected to launch this year, with completion slated for late 2027.
The project also follows Legion’s recent momentum. The developer is nearing a sellout at 1122 Madison Avenue, a 26-unit Upper East Side building designed by Studio Sofield and co-developed with Nahla Capital, where more than 80 percent of residences are already in contract.
